These are common anode RGB power LEDs mounted on a standard 20mm star PCB.
It contains 3 separate LED chips, one red, one green and one blue. Each chip can be driven at 300mA or so. I don't have other specs for this LED but it's a great way to get a bright RGB power LED at low cost.
This LED must be used with additional heatsinking to run it anywhere near full power.
Note that the PCBs on these LEDs are incorrectly labelled. The "-" terminal is actually the common anode.
