This is the plastic cased Russian version of the 74141 nixie driver IC. Part number is K155ID1.

Perfect for making nixie clocks or wherever you need a driver that can handle 10 channels of DC up to 100 volts or so.

Datasheet for the 74141 is here. The K155ID1 actually has better ratings and greater reliability.
